Fremont University: a small career school in Cerritos with an online division
Fremont University is a private career university owned by Select Education Group. It traces its roots to Platt College, founded in St. Joseph, Missouri, in 1879, whose Southern California branch opened in 1986, and it took the name Fremont University in January 2022.
It is small: College Navigator counted 161 students in fall 2023, and California’s Bureau for Private Postsecondary Education (BPPE) counted 271 students enrolled at some point during 2024. Most study at a distance; 73% of undergraduates take only online courses. Its one campus in Cerritos teaches massage therapy and on-campus paralegal classes, and the business, health information and justice degrees are online only.
Programs at Fremont
Fremont offers 11 programs in three areas: healthcare and massage, legal studies and justice, and business. Total charges in the table include tuition, fees, books and California’s Student Tuition Recovery Fund fee, as listed in the 2026 catalog.

The Paralegal Studies program is approved by the American Bar Association, according to the school and the BPPE, and the school says it is one of 29 ABA-approved paralegal programs in California. The catalog and the BPPE list both massage programs as approved by the California Massage Therapy Council (CAMTC). Only the Medical Billing, Coding and Office Administration certificate lists an externship course.
What the main programs cover
Massage Therapy
The 610-hour diploma is taught in a hybrid format at Cerritos. Its eight courses are Massage Therapy Techniques; Anatomy & Physiology: Systems of the Body; Swedish Massage Techniques; Somatic Tissues & Biomechanics; Deep Tissue & Neuromuscular Therapy; Business, Ethics & MBLEx Prep; Sports & Specialized Massage; and Eastern Theory & Practice. Students must attend at least 90% of the scheduled core hours. It prepares students for CAMTC certification, which is voluntary across California but required by some cities and counties; the school has not determined whether it meets licensing rules in any other state. The longer Sports & Rehabilitation Therapy A.S. adds hours, for 1,140 in total.
Paralegal Studies
The A.A. requires at least 60 units in paralegal courses, and at least 15 legal-specialty credits must be taken at Fremont. Courses include Introduction to Law & Ethics, Civil Procedure, Legal Research & Writing (two levels), Criminal Law & Procedure, Torts, Family Law, Legal Practice Technology, Real Property, Employment Law, Contracts and Immigration Law. On campus, classes run by day or evening; online classes are fully live, and students must attend at least 80% of them. Applicants need a minimum score of 80 on the Paralegal Program Admissions Test.
Medical Billing, Coding and Office Administration
The certificate’s seven courses are Medical Terminology (MBC101), Medical Coding A to C (MBC102-104), Medical Billing & Office Administration A and B (MBC105-106) and an Externship & Professional Development course (MB107). The catalog describes the program as hybrid, although its program page calls it fully online. The school does not state how many externship hours there are or how placements are arranged. It lists job titles such as medical insurance biller, claims examiner, medical records coordinator and front-office staff, and California’s BPPE notes that the program does not lead to a state licence.
Health Information Technology
The online A.S. covers health information management, electronic health records, medical terminology, medical coding fundamentals, healthcare data management, privacy and security, compliance, medical office technology, documentation standards and healthcare information systems. Each course meets once a week by live webcast, and sessions are recorded for students who cannot attend. Online students need a computer with a camera, microphone and speaker and take the CLIK online-readiness test. The program page lists no externship and names no certification exam the degree prepares for.
Business and justice degrees
All business and justice programs are online. The Business Management associate degree covers principles of business and management, growth marketing channels, social media marketing, management information systems, CRM systems, understanding financial statements and project scope, time and quality management, and ends with a capstone. The Business Leadership and Healthcare Management bachelor’s programs are degree-completion programs that require an associate degree for entry. The Administration of Justice B.A. takes 19 months, and the MBA takes 12.
Tuition and how students pay
Tuition is charged per quarter credit; these are the rates on the school’s tuition and fee schedule as published in October 2026; the general schedule is marked effective from the March 2022 term, and no separate 2026-27 schedule is posted. The Administration of Justice rate has been $240 since 22 April 2026. The military rates are for active-duty students only; the GPA Success Scholarship needs a 3.0 GPA, and spouses and dependents are not eligible.

Fees come on top: a $25 application fee, $75 registration, a technology fee of $67 a term ($211 for Paralegal, $115 for the billing program), $300 CAMTC testing for the massage programs, $100 for graduation, and the Student Tuition Recovery Fund fee of $2.50 per $1,000 for California residents. The school has no housing.
Fremont takes federal student aid, Cal Grants and Vocational Rehabilitation funding, and 83% of students borrowed federal loans in 2024, according to the BPPE 2024 annual report. It is not on California’s Eligible Training Provider List, and takes no WIOA funding. Veterans’ benefits are approved through CSAAVE.
Admissions and how classes run
Applicants have an interview, show proof of high-school graduation or an equivalent, write an entrance essay and take the CLIK online-readiness test. Applicants without a diploma can enter through an Ability-to-Benefit route using ACCUPLACER minimum scores or the C4L Academy pathway. Paralegal applicants also need a score of 80 on the paralegal admissions test, and the bachelor’s completion programs need an associate degree or higher.
Online courses meet once a week by live webcast, recorded for anyone who misses it. Paralegal classes on campus run by day or evening. Classes are capped at 30 in computer labs, 35 in lecture and lab rooms and 40 in online classrooms.
Which states the online programs are open to
Fremont’s 2026-27 consumer information guide says it can offer online programs to residents of 19 states: California, Colorado, Delaware, Illinois, Louisiana, Maine, Michigan, Missouri, Nevada, New Hampshire, New Jersey, North Carolina, Ohio, Rhode Island, Tennessee, Texas, Vermont, Washington and West Virginia. The online Medical Billing, Coding and Office Administration program is open in 30 states, adding Arizona, Florida, Hawaii, Idaho, Massachusetts, Mississippi, Oklahoma, Pennsylvania, South Carolina, South Dakota and Virginia, plus Guam and the U.S. Virgin Islands.
The school’s healthcare and business program pages give a shorter list, saying the programs are fully online for California and Arizona residents. Confirm with Fremont that you can enroll from your state before you apply.
Accreditation and results
Fremont is accredited by the Accrediting Commission of Career Schools and Colleges (ACCSC), which renewed its accreditation for a five-year term effective February 2024, after the school met stipulations. It is approved to operate by California’s BPPE, whose 2024 annual report records no final accreditor disciplinary action. Its three-year federal student-loan cohort default rate is 0% (FY2021, College Navigator).
The 2026 ACCSC graduation and employment chart covers every program; these are its rates for three of the main ones. Graduation is the share of the start cohort that graduated; the chart does not say how employment is counted.

Across the school, 45% of first-time, full-time students who started between September 2019 and August 2020 graduated within 150% of normal time, per Fremont’s Student Right-to-Know disclosure, and the disclosure gives a transfer-out rate of 18%. No licensing-exam pass rates are published for any program.
Before you enroll
- Check that you can enroll online from your state. The consumer guide’s list of 19 states (30 for the billing program) differs from the program pages, which name only California and Arizona.
- The catalog calls the Medical Billing, Coding and Office Administration certificate hybrid, but its program page says fully online, so ask how much of it is on campus. The school names no certification exam for it. Completion has been low: California’s BPPE performance fact sheet shows that in 2024, 4 of 14 students finished on time and 8 of 14 finished within 150% of the program length.
- The massage diploma leads to California’s voluntary CAMTC certification. Fremont says it has not determined whether the program meets licensing rules in other states.
- The Health Information Technology degree is online only and names no certification exam. If you want a specific credential, ask the school whether graduates can sit for it.
- There is no program called Business Administration. The business options are a Business Management associate degree, a Business Leadership bachelor’s completion degree and an MBA.

Fremont University Online has no campus of its own; its programs are run by the school’s distance-education division. The school’s locations page names nearby communities such as Long Beach, Artesia and La Mirada, but they are areas the Cerritos campus serves, not separate campuses.
Externship and career help
The billing certificate includes an externship and professional development course (MB107); the school does not say how many hours it involves or who arranges the placement. Fremont has a career development office, but we found no further detail about job placement services.
What students say
On Niche, Fremont University is rated 4.13 out of 5 from 48 reviews (checked October 2026). Reviewers praise small classes, knowledgeable instructors who make time for students, the ABA-approved paralegal program and the mix of hybrid and online classes. Complaints are about uneven administrative and financial-aid support, few student services such as childcare, transport or tutoring, and the cost of materials and parking. Most of the dated reviews were posted in spring 2020, before the school took its current name, so they may not reflect the school today.
