A Houston public college district with a new name

Houston City College’s board approved the college’s current name on 18 June 2025, after it gained approval to award bachelor’s degrees, and the name took effect on 5 September 2025. Founded in 1971, HCC is an independent public college district governed by a nine-member Board of Trustees elected from single-member districts. It is not run by Harris County.

HCC is organized as six colleges with 19 campuses and centers, plus the online HCC Global Online. Health programs are concentrated at Coleman College for Health Sciences in the Texas Medical Center; police, fire, EMS and truck-driver training at the Northeast campus; welding at Eastside; and automotive and diesel at Northline, North Forest and the Automotive Technology Training Center. The college had 53,253 students in fall 2024, all undergraduates, according to IPEDS.

Career programs and where they are taught

HCC’s program finder lists 169 programs, counting both credit awards and continuing-education (CE) courses. Credit programs are charged by the credit hour (see the tuition table below). CE awards, such as occupational skills awards and institutional certificates, carry one listed tuition that excludes books, exams and vouchers; the CE prices below were listed in October 2026. Many programs are taught at only one or two sites.

Many health programs carry their own accreditation: radiography (JRCERT, an eight-year award), sonography, surgical technology, paramedic and the medical assistant certificate (CAAHEP), OTA (ACOTE), PTA (CAPTE), medical laboratory technician (NAACLS), respiratory therapy (CoARC), dental assisting and dental hygiene (CODA), the Level 2 pharmacy technician certificate (ASHP/ACPE) and health information technology (CAHIIM, through 2027). Culinary and pastry arts are accredited by the ACF Education Foundation, automotive by the ASE Education Foundation and machining by NIMS. Applied bachelor’s degrees include the Healthcare Management BAS and an Artificial Intelligence BAT; the board has approved three more (information technology, project management and early childhood education), which were still going through accreditation in 2026. Communications, Music and the Criminal Justice AS are transfer degrees, not job training.

What the main programs cover

Nursing: the relaunched ADN and vocational nursing

The two RN routes started in fall 2025: the Professional Nursing Practice AAS takes 30 students in each fall and spring intake, and the LVN-to-ADN transition takes about 30 of roughly 100 applicants per window. Vocational nursing is larger, admitting about 100 of some 300 applicants per window to a three-semester certificate at Coleman. Its spring 2027 window ran from 4 May to 31 July 2026, and the fall 2027 window runs from 9 November 2026 to 9 April 2027. Central Campus offers a separate Allied Health AAS with a vocational nursing specialization, taught in person and hybrid.

Radiography, CT and sonography

Radiography is a two-year, 64-credit degree taught through the Coleman campus and Coleman College at Midtown, ending with the ARRT registry exam. Computed Tomography is a one-semester, 12-credit certificate that meets in the evening. Sonography students choose between the 64-credit AAS and a 45-credit, four-semester certificate; lectures are delivered online, while labs and clinicals are in person. The program is accredited in the abdomen-extended and OB/GYN concentrations, and it is selective, admitting 26 students in fall and 16 in spring from about 200 applicants per window.

CDL at the Roland Smith Truck Driving Center

The Class A course is 200 contact hours at the Northeast campus’s truck driving center, and students pick one of three schedules: five weeks of weekday classes, ten weeks of evenings or ten weekends. A separate Class B course runs over six weeks of weekends. Because it is a continuing-education award, it is priced as one program rather than by the credit hour, and the price excludes books and exam costs. HCC reports that all 470 students who took the Class A exam in 2024-25 passed.

Police, fire and EMS at Northeast

HCC’s public safety training is concentrated at one campus with a shooting range, burn building and training tower. The police academy is a 24-credit Basic Peace Officer Licensing certificate open to applicants aged 21 and over. The 26-credit Basic Firefighter certificate follows Texas Commission on Fire Protection standards and is one of seven fire science awards. EMS training is stackable: an EMT course ending in the NREMT exam, a 19-credit AEMT certificate, a 40-credit paramedic certificate, a 60-credit EMS AAS, and a 9-credit route for registered nurses to become paramedics.

Welding at Eastside and five other campuses

HCC teaches welding at six campuses. The 24-credit Structural Welding certificate is offered at Central, South, North Forest, Alief Bissonnet, Eastside and Stafford. Eastside is the only campus with the 60-credit AAS and the 36-credit Combination Pipe certificate, and it shares the 24-credit Welding Automation certificate with Stafford. AWS and SENSE guidelines are built into the credit courses. Continuing education adds the 160-hour Welding Technician award, advanced and pipe welding, TIG welding, and Industrial Pipefitter and Pipefitter Helper courses.

Automotive and diesel

Automotive and diesel students choose among three sites. The 60-credit Automotive Technology AAS is taught at the Automotive Technology Training Center and at North Forest, and the program is accredited by the ASE Education Foundation for Maintenance & Light Repair. Northline teaches the shorter automotive awards, from a 12-credit Light Auto course to a 39-credit Automotive Technician certificate, and every level of heavy vehicle and diesel training, from a Diesel Maintenance course to the AAS. The training center also teaches a 38-credit collision repair certificate.

Tuition by residency, fees and aid

HCC charges by the semester credit hour, at three rates set by where the student lives. Its taxing district covers the Houston, Alief, Spring Branch, Katy and Stafford school districts and parts of Fort Bend ISD, and residents there pay the lowest rate. Fees are built into each rate: in-district students pay $33.00 tuition plus $25.50 general, $25.00 technology and $1.00 activity fees per credit hour. Rates have not changed since 2020-21. The 12-hour totals below are our arithmetic from the published rates, and they match HCC’s own 12-hour totals for 2024-25 and 2025-26.

Online courses add a $42 distance-education fee per course, and in-person or hybrid classes at the Katy campus add a $5 per credit hour building-use fee (since spring 2024). At the in-district rate, a 60-credit AAS comes to about $5,070 in tuition and fees before books and supplies; other Texans pay about $10,830. HCC’s tuition page shows no separate rate for bachelor’s courses. CE programs are priced per program: nurse aide $895, HR Series $945, plumbing technician $1,198, medical coding $1,233, phlebotomy $1,510, EKG $1,706, welding technician $1,919, patient care technician $2,767 and CDL $4,350. Federal figures for 2024-25 put annual tuition and fees at $2,040 in-district, $4,344 for other Texans and $5,460 out of state, and Niche lists an average net price of $5,734 a year.

HCC takes part in federal student aid (OPEID 01063300), and Niche reports that 59% of students receive Pell Grants. Its named scholarships include the Eagle Promise, which covers tuition, fees and up to $500 in books per semester for spring high-school graduates who live in the taxing district; the Chancellor Scholarship ($500 a semester, for a 4.0 GPA after 30 or more HCC credits); and the Impact Scholarship (up to $1,000 a semester, for income under $50,000). The HCC Foundation application for 2025-26 was “temporarily paused”. CE program pages name Texas Public Education Grants (TPEG) and the Connect 2 Workforce Scholarship. Veterans work with the VMASS office (Veteran & Military-Affiliated Student Success) on VA benefits, the Texas Hazlewood Act and Defense Department tuition assistance, and Central Campus has a Veterans Center.

Admissions, selective programs and schedules

Admission to the college is open. Program pages such as electrical technology and digital gaming require TSI testing before students start an AAS. Health programs admit separately and competitively: vocational nursing takes about 100 of 300 applicants per window, LVN-to-ADN about 30 of 100, the ADN 30 a term, sonography 42 a year from about 200 applicants per window, and sterile processing has limited enrollment. The police academy requires applicants to be 21.

Most campuses run day, evening and weekend classes, and hours differ by campus. The CT certificate meets in the evenings and CDL has day, evening and weekend formats. In spring 2025, according to HCC’s Fast Facts, 36.8% of course enrollments were online at the student’s own pace, 9.4% online on a schedule, 39.8% in person and 9.0% hybrid. Online courses are open to residents of states in the NC-SARA agreement, which covers every state except California; programs with internships or practicums can carry extra state rules.

Accreditation and published results

Houston City College is accredited by the Commission on Colleges and Universities, which was SACSCOC until 1 September 2026, to award associate and baccalaureate degrees. Its last reaffirmation, in June 2022, came “with no recommendations”, and the next is due in 2032. We found no sanction, warning or probation. The vocational nursing program and the new ADN are both conditionally approved by the Texas Board of Nursing, according to HCC’s nursing page.

HCC’s paramedic page calls its 2025 result a “100% pass rate” but also says 27 of 28 graduates passed on the first attempt, so we give the count. HCC’s culinary page also cites 78% job placement, but that figure covers 2017 to 2020. There are no RN results for the new ADN, because its first students started in fall 2025. HCC closed its previous ADN program voluntarily in 2023-24, after a third straight year of falling NCLEX-RN pass rates; the remaining students were taught out. College-wide, the federal graduation rate is 17%, with another 17% transferring out, for first-time, full-time students who started in fall 2018 and were tracked for 150% of normal time. Niche puts median earnings five years out at $47,815.

We found two employment cases. HCC police officers filed a whistleblower-retaliation lawsuit in December 2023; we could not confirm the outcome. Bloomberg Law reported that three consolidated race-discrimination suits brought by 119 employees were settled for an undisclosed amount, and the court granted the motion to dismiss on 17 December 2025.

Before you enroll

  • Tuition depends on your address. Texans living outside HCC’s taxing district pay $180.50 per credit hour, more than twice the in-district $84.50, and out-of-state students pay $227. Check whether your address is in the district before you plan costs.
  • The ADN and LVN-to-ADN programs are new and conditionally approved, with no NCLEX-RN results yet. The college closed its previous ADN in 2023-24 after its pass rates fell three years running. Ask about current clinical placements and first-cohort progress.
  • Some program names promise more than the program page states. The paralegal program states no ABA approval, interior design is not CIDA-accredited, the HVAC page names no EPA 608 or other certification, the electrical page mentions no Texas electrician license, and Aviation Maintenance at North Forest is still being developed toward FAA Part 147 approval.
  • Many programs are taught at one site only: most health programs at Coleman, police, fire, paramedic and CDL training at Northeast, culinary, pastry and barbering at Central, filmmaking at Alief Hayes and game design at West Loop. Check the travel time from your home before you apply.
  • Open admission covers the college, not its health programs. Vocational nursing, sonography and the nursing degrees fill a fixed number of seats from much larger applicant pools.

Where Houston City College teaches

HCC lists 20 locations under six colleges. The West Houston Institute shares the Alief Hayes campus’s address, so it is listed with that campus. The 3100 Main Street building holds the system office and HCC Global Online as well as Coleman College at Midtown, which teaches there. The Katy campus has been on Colonial Parkway since the Foxlake Drive site closed in May 2022, and the Gulfton center is no longer on HCC’s list of locations.

No housing; clinicals and veterans support

HCC has no college housing; it is a commuter college, and Niche reports that 33% of its students are over 25. Career help comes mainly through the programs themselves: the pharmacy technician skills award includes 160 clinical hours, and the patient care technician, phlebotomy and EKG courses include clinical placements. Several programs publish employment results, such as radiography’s 98.8% five-year average employed within 12 months, PTA’s 96% to 100% for 2023–25, and the medical laboratory technician program’s 100% placement. Veterans have a Veterans Center at Central Campus and the VMASS office.

What students say

On Niche, Houston City College has 3.81 out of 5 from 3,880 reviews and an overall grade of B (checked 7 October 2026). Most ratings are three or four stars: 1,001 five-star, 1,460 four-star, 1,178 three-star, 149 two-star and 92 one-star reviews. Reviewers most often praise low cost and flexible online, evening and weekend schedules; supportive professors and small classes; and a diverse, welcoming student body. Complaints center on administrative communication and access to advising, including help with transfer pathways and getting into courses; thin campus life and few activities; and a shortage of dining and gathering spaces. The reviews cover the whole college rather than one campus, and Niche still lists them under the old name’s web address. We could not check review dates, so we cannot say whether they cluster in time.
