NWTC: the public technical college for northeast Wisconsin
Northeast Wisconsin Technical College began in 1912 as schools in Green Bay and Marinette; Sturgeon Bay followed in 1941, and the three merged in 1968 as Northeast Wisconsin Technical Institute. It is now one of the 16 colleges of the Wisconsin Technical College System, run by its own district board, and the WTCS Board sets the base tuition for every college in the system.
Green Bay teaches almost every program. Marinette and Sturgeon Bay teach a shorter list that includes nursing and business, and the five regional learning centers mostly offer courses, EMT, testing and high-school dual credit, with Shawano also teaching full nursing programs. NWTC was a finalist for the 2025 Aspen Prize for Community College Excellence. Its catalog no longer includes culinary, baking or hospitality programs.

Many programs carry their own accreditation: ACEN for both nursing programs, CODA for dental, JRCERT for radiography, CAAHEP for medical assisting, sonography, surgical technology and paramedic, CoARC for respiratory therapy, NAACLS for the lab program, CAPTE for the PTA degree, CAHIIM for health information and the AED Foundation for diesel heavy equipment. The paralegal degree is approved by the American Bar Association. Apprenticeships in more than a dozen trades, from plumber and electrician to shipbuilder welder, need an employer sponsor. In June 2026 NWTC announced a pathway with the Aviate flight school toward pilot careers.
What the main programs cover
Nursing: Practical Nursing and the RN degree
Both nursing programs are taught at Green Bay, Marinette, Sturgeon Bay and the Shawano center, where clinicals take place at ThedaCare Medical Center–Shawano. Practical Nursing is 34 credits: a pre-semester and two semesters full-time, or five part-time. Students need a B or better in core courses and must pass a caregiver background check. The 69-credit Nursing degree takes four full-time semesters; Green Bay also runs an eight-semester part-time evening track. Licensed practical nurses can enter through a Practical Nursing to Nursing bridge, and medical assistants through a bridge into Practical Nursing.
Welding and machining
The 32-credit Welding diploma covers the four main arc processes (shielded metal, gas metal, flux-cored and gas tungsten), plus metallurgy, blueprint reading and metal fabrication, and students test to AWS and ASME codes on campus. Day and evening cohorts run at Green Bay and Marinette over two semesters. Shorter certificates cover single processes and weld inspection. CNC Machinist is also 32 credits at both campuses, one year full-time or two part-time, with a CNC Technician diploma and an Additive Manufacturing certificate at Green Bay. Marinette’s shipbuilding links are through the Shipbuilder Welder apprenticeship.
Diesel and heavy equipment
All three diesel diplomas are full-time day programs on the Green Bay campus. Diesel Medium & Heavy Truck Technician (50 credits) and Diesel Heavy Equipment Technician (51 credits) each take four semesters, and the heavy equipment program adds an internship semester and holds AED Foundation accreditation. Both also have an associate degree version. The one-year, 25-credit Diesel Maintenance Technician diploma is the shortest route; its program page reports 100% of graduates employed and 89% in the field.
Law Enforcement Academy
The academy is a 22-credit, 720-hour technical diploma that follows the Wisconsin DOJ Training and Standards Bureau’s criteria. To enter, students need 40 college credits or sponsorship from an agency, US citizenship, a background check and a pass on the DOJ physical readiness test. Training uses the Public Safety Training Center (tactical house, jail with booking area, driving course); NWTC’s Universal Driving Facility in Howard teaches emergency vehicle operation and low-light vehicle contacts. The 63-credit Criminal Justice Law Enforcement degree includes the full academy.
Software Developer
The 62-credit Software Developer degree teaches HTML, C#, Java, JavaScript, ASP.NET and SQL, with courses named Website Coding HTML & CSS and JavaScript and DOM, so it covers both application and web programming. It can be taken by day, in the evening, part-time or online through the Green Bay campus. A Python certificate can be added online, though it is not aid-eligible on its own. The program page reports 100% of graduates employed and 67% in the field.
Dairy Science
NWTC’s agriculture programs are built around dairy farms. The 28-credit Dairy Science diploma is a full-time day program at Green Bay covering herd records, artificial insemination and herd health, and sits alongside the Dairy Science Management associate degree. Short certificates cover calf and heifer care, cow care, dairy animal husbandry, farm business and farm hand skills, and an Organic Vegetable Farm Manager apprenticeship covers produce farming.

The WTCS Board sets the base tuition ($157.45 per credit for residents in career programs in 2026-27), and NWTC’s required fees bring that to $177.00; the college’s 2026-27 fee breakdown was not on the pages we checked. Books are extra, and lab or clinical courses carry material fees, which NWTC’s 2025-26 fee sheet listed at $5 per class to $75 per credit. Residents of Michigan and Minnesota pay the Wisconsin resident rate, which matters for Marinette, across the river from Menominee, Michigan.
NWTC estimates a full-time 2026-27 year (fall and spring) at $17,054 for a student living with parents and $24,742 for one living on or off campus; there are no residence halls. Niche reports an average net price of $9,822 a year from federal data. The CDL License Training course is priced separately at $243 per class.
NWTC takes federal aid (school code 005301), but certificates are not eligible, which affects Phlebotomy, Private Investigator, Networking and other short certificates. Wisconsin residents with need can get the Wisconsin Grant–Technical College (up to $1,752 in 2025-26). Named scholarship streams include Foundation General Scholarships, College is Possible Scholarships and a Student Emergency Fund; amounts vary and were not published on the pages we checked. Veterans can use GI Bill chapters 30, 31, 33, 35 and 1606, the Wisconsin GI Bill, the Wisconsin National Guard Tuition Grant and DoD Tuition Assistance, and get priority registration, credit for military experience and help at the Veterans Resource Center in Green Bay.
Admissions, terms and schedules
NWTC has open admission to the college: applicants apply, complete their program’s application checklist, file the FAFSA if they want aid, register (with online SOAR orientation where it applies) and start. There is no application fee, according to Niche. Some programs are selective once a student is in: Radiography says a waitlist often forms, Practical Nursing and Dental Hygienist require minimum grades in core or science courses, the Law Enforcement Academy has its own entry rules, and health programs require background checks and immunizations.
Each of the three semesters is split into two 8-week sessions, starting in mid-August, mid-October, mid-January, mid-March and early June. Most health and trades programs are full-time day cohorts. Business, IT and legal programs offer day, evening, part-time and online study. NWTC lists 74 online programs but says they may require an in-person career experience such as an internship or practicum.
Accreditation and graduate results
NWTC is accredited by the Higher Learning Commission. HLC’s January 2021 action continued its accreditation, set the next reaffirmation for 2030-31, and asked for an embedded report in the 2024-25 Year 4 Assurance Review on how the college uses assessment results and assesses co-curricular programs. We could not find the outcome of that review. NWTC says it is approved for distance education through NC-SARA.
The college’s Graduate Outcome Report surveyed graduates from summer 2024 to spring 2025 about six months after they finished. Of 2,436 graduates, 1,146 responded (47%). Of those available for employment, 93% were employed, and 81.7% of employed graduates worked in their field. Associate degree graduates reported a median salary of $55,999. Because fewer than half responded and the rate counts only those available for work, it is not the share of all graduates with jobs. The federal graduation rate shown by Niche is 57%, a different measure.
Licensure results are thinner. NWTC says more than 92% of its practical nursing graduates “consistently pass” the NCLEX-PN on their first attempt, without giving a year, and that more than 90% of RN graduates are placed as RNs within six months; it does not publish an NCLEX-RN rate on the program page. Health Information Technology reported a 100% RHIT pass rate for 2023-24. The imaging, dental, respiratory, lab, PTA and surgical technology pages give no exam pass rates.
Before you enroll
- Some programs report weak results. NWTC’s own program pages show Carpentry at 50% of graduates employed, Automotive Technician at 25% working in the field, Human Resources at 33% in the field and Medical Assistant at 46% in the field. The cohort sizes and years are not shown.
- Certificates do not qualify for federal aid. Phlebotomy (6 credits), Professional Private Investigator (9 credits) and Networking (14 credits) must be paid for without Pell Grants or federal loans.
- Regional centers are not full campuses. Apart from nursing at Shawano, Nursing Assistant at Aurora and Shawano, and EMT at several centers, they mostly offer courses, testing and high-school dual credit rather than complete programs. Oconto Falls is open Monday to Thursday only.
- Funeral Service is finished at another college. Students complete the first part at NWTC and finish through Milwaukee Area Technical College, whose program holds Wisconsin’s only ABFSE accreditation. ABFSE placed it on probation in April 2026 over its assessment plan; its accreditation remains in force.
- Apprenticeships need an employer, and CDL is one course. Plumbing and the other apprenticeships require an employer indenture before classes start, and CDL training is a single 8-week course, not a diploma.

- Green Bay (2740 W Mason St): main campus, with the Public Safety Training Center, Health Sciences Center, Transportation Center and Great Lakes Energy Education Center, and public dental, health, massage and ultrasound clinics.
- Marinette (1601 University Drive): welding, machining, nursing, medical assistant and business; Job Center on site.
- Sturgeon Bay (229 N. 14th Avenue): nursing, EMT and business for Door County, plus a commercial kitchen.
- Regional learning centers: Aurora (2030 Calvary Dr.; serves the Niagara area), Crivitz (418 South Hwy 141), Luxemburg (133 Commerce Drive), Oconto Falls (649 E Jackson St) and Shawano (111 Thomas Avenue).
- Training sites: the Universal Driving Facility in Howard (driving and CDL), the Artisan and Business Center in Green Bay (ceramics and art-business classes), the North Coast Marine Manufacturing Training Center in Marinette (employer training) and the Sister Bay Learning and Innovation Center (general studies and workshops).
Career help, clinics and support
Career counseling and job placement help are offered at Green Bay and at each regional center, and the Marinette campus has its own Job Center. Every regional center offers placement testing (Accuplacer, GED and health program assessments). Built-in work experience includes clinical rotations in every health program, an internship semester in Diesel Heavy Equipment and an in-person internship in Health Information Technology. English Language Learner classes run at Luxemburg and Shawano, and NWTC says it offers interpreter services in more than 240 languages. There is no college housing.
What students say on Niche
On Niche, NWTC has 4.12 out of 5 from 301 reviews and an overall grade of B+ (checked October 2026); most reviews give four or five stars. Reviewers most often praise supportive, approachable instructors, good value for the cost, small classes and practical training aimed at jobs, along with counseling and tutoring. The main complaints are disorganized student services and poor communication, especially around program admissions, coursework some found too easy, and rigid testing in some courses. Review dates are spread out, with no sign of a burst of invited reviews. Trustpilot and GradReports have no NWTC page.
